It's an interesting, moving story of people coping with the world they're part of.

The government itself is an interesting thought experiment. I had only gotten hints of it before, but between your story and the background page it links to, I have more of an understanding of how it's supposed to work. It seems like an unstable form of government, in that I can imagine it being workable as long as the licensing bureaucracy is honest, but it would be horribly repressive if they were corrupt. And it's hinted that there is already some corruption.

Aren't all forms of government unstable, especially if they get corrupt people running them?

The licensing bureau is one arm of government, but not the only one. It is the one that's most active in people's daily lives, and therefore the one that's most developed at present.
