It wasn't even a properly installed chain-link fence! Just segments of "decorative" metal fencing, probably whatever was cheapest at the moment, because they weren't all the same. But they'd been there long enough to have the hedge and trees grown in through them (and sometimes literally grown around bits of them) and sunk into the ground.
